Graham Housing Authority offers Public Housing, Ralph Clayton Homes, and Section 8 Housing Choice Vouchers. See below for more information on each program.
Public Housing
Public housing provides safe, decent and sanitary rental housing for eligible low-income families, the elderly, and persons with disabilities. GHA owns and manages 170 housing units consisting of 13 scattered sites in Graham. Availability is determined by vacancies in our existing housing developments. Eligible families pay a monthly rent of at least 30% of their monthly adjusted-income. All of our public housing units are smoke-free.
Ralph Clayton Homes
Ralph Clayton Homes, also known as “Cates Circle,” is designated for elderly and disabled tenants. The 100 units are spread over 16 acres in Graham, North Carolina on the property that was once a farm owned by the Cates family. Major upgrades make these apartments competitive in the open rental market. All the units have new roofs, security screens, and security screen doors.
Section 8 (Housing Choice Vouchers)
Section 8 Housing Choice Voucher program is HUD-subsidized rental assistance for very low-income families that enables you to secure housing with the private market in Alamance County. This is a rent share program where a voucher is issued to eligible families allowing them to search for affordable housing within program requirements, policies, and regulations. Families pay a monthly rent of at least 30% of their monthly-adjusted income. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses, apartments, and mobile homes. Participants can choose any apartment, house or mobile home in Alamance County, in which the owner agrees to participate with the Section 8 program. The unit must meet the inspection requirements set forth by HUD.
Portability for Section 8 Voucher Holders
Incoming ports (applicants who wish to move to Alamance County):
If you are porting in from another housing authority, contact your housing authority to have your paperwork with a portable voucher sent to Graham Housing Authority; we accept port paperwork by email or mail. Once the port paperwork is received at Graham Housing Authority, the portability specialist will enter your information, run necessary reports, and contact you with an appointment date and time. You will be provided with a list of information to bring to the appointment. The family will not be seen before port papers are received from the initiating housing authority- NO EXCEPTIONS.

Attention: Portability
Outgoing ports (current clients who wish to move from Alamance County):
- The participant must complete a Notice to Vacate and get the current landlord’s signature.
- The family must complete the Portability Request form and give to their GHA case manager.
- Your case manager will contact you and may schedule an appointment to obtain additional documentation and information to update your file. New criminal records are required for all moves; you will be given a letter to get a criminal record, at no charge to you, for all adults in the household.
- Once your information has been updated by your case manager and a voucher issued to you from Graham Housing Authority, your information will be sent to the housing authority that you have requested to be ported to; the other housing authority will then contact you to move forward with instructions on their procedures for porting to their jurisdiction.
